With <a href="http://www.washingtontimes.com/topics/congress/" target="_blank">Congress</a>  gridlocked on an immigration bill, the <a href="http://www.washingtontimes.com/topics/presidency-of-barack-obama/" target="_blank">Obama  administration</a> is considering using a back door to stop deporting  many illegal immigrants - what a draft government memo said could be &quot;a  non-legislative version of amnesty.&quot;<br />
The memo, addressed to U.S.  Citizenship and <a href="http://www.washingtontimes.com/topics/immigration-services/" target="_blank">Immigration  Services</a> Director <a href="http://www.washingtontimes.com/topics/alejandro-mayorkas/" target="_blank">Alejandro  Mayorkas</a> and written by four agency staffers, lists tools it says  the <a href="http://www.washingtontimes.com/topics/presidency-of-barack-obama/" target="_blank">administration</a>  has to &quot;reduce the threat of removal&quot; for many illegal immigrants who  have run afoul of immigration authorities.<br />
&quot;In the absence of  comprehensive immigration reform, USCIS can extend benefits and/or  protections to many individuals and groups by issuing new guidance and  regulations, exercising discretion with regard to parole-in-place,  deferred action and the issuance of Notices to Appear,&quot; the staffers  wrote in the memo, which was obtained by <a href="http://www.washingtontimes.com/topics/charles-e-grassley/" target="_blank">Sen.  Charles E. Grassley</a>, Iowa Republican.<br />
The memo suggests that  in-depth discussions have occurred on how to keep many illegal  immigrants in the country, which would be at least a temporary  alternative to the proposals Democrats in <a href="http://www.washingtontimes.com/topics/congress/" target="_blank">Congress</a> have  made to legalize illegal immigrants.<br />
<a href="http://www.washingtontimes.com/topics/christopher-bentley/" target="_blank">Chris  Bentley</a>, a USCIS spokesman, said drafting the memo doesn't mean the  agency has embraced the policy and &quot;nobody should mistake deliberation  and exchange of ideas for final decisions.&quot;<br />
&quot;As a matter of good  government, U.S. Citizenship and Immigration Services will discuss just  about every issue that comes within the purview of the immigration  system,&quot; he said in an e-mail statement. &quot;We continue to maintain that  comprehensive bipartisan legislation, coupled with smart, effective  enforcement, is the only solution to our nation's immigration  challenges.&quot;<br />
He said the <a href="http://www.washingtontimes.com/topics/united-states-department-of-homeland-security/" target="_blank">Homeland  Security Department</a> &quot;will not grant deferred action or humanitarian  parole to the nation's entire illegal immigrant population.&quot;<br />
The  memo does talk about targeting specific groups of illegal immigrants.<br />
<a href="http://www.washingtontimes.com/topics/charles-e-grassley/" target="_blank">Mr.  Grassley</a> said it confirms his fears that the <a href="http://www.washingtontimes.com/topics/presidency-of-barack-obama/" target="_blank">administration</a>  is trying an end-run around <a href="http://www.washingtontimes.com/topics/congress/" target="_blank">Congress</a>.<br />
&quot;This  memo gives credence to our concerns that the <a href="http://www.washingtontimes.com/topics/presidency-of-barack-obama/" target="_blank">administration</a>  will go to great lengths to circumvent <a href="http://www.washingtontimes.com/topics/congress/" target="_blank">Congress</a> and  unilaterally execute a backdoor amnesty plan,&quot; <a href="http://www.washingtontimes.com/topics/charles-e-grassley/" target="_blank">Mr.  Grassley</a> said.<br />
The memo acknowledges some of the tools could be costly and might  even require asking <a href="http://www.washingtontimes.com/topics/congress/" target="_blank">Congress</a> for  more money.<br />
At one point, the authors acknowledge that widespread  use of &quot;deferred action&quot; - or using prosecutorial discretion not to  deport someone - would be &quot;a non-legislative version of 'amnesty.' &quot;<br />
The  authors noted several options for deferred action, including targeting  it to students who would be covered by the DREAM Act, a bill that's been  introduced in <a href="http://www.washingtontimes.com/topics/congress/" target="_blank">Congress</a>.<br />
In  testifying to the Senate <a href="http://www.washingtontimes.com/topics/judiciary-committee/" target="_blank">Judiciary  Committee</a> on May 11, <a href="http://www.washingtontimes.com/topics/alejandro-mayorkas/" target="_blank">Mr.  Mayorkas</a> first said he was unaware of discussions to use these kinds  of tools on a categorical basis, then later clarified that officials  had talked about expanding the use of those powers.<br />
&quot;I don't know  of any plans. I think we have discussed, as we always do, the tools  available to us and whether the deployment of any of those tools could  achieve a more fair and efficient use or application of the immigration  law,&quot; he said.<br />
He acknowledged, though, that he was not aware that  those powers had ever been used before on a categorical basis.<br />
<a href="http://www.washingtontimes.com/topics/john-cornyn/" target="_blank">Sen. John  Cornyn</a>, the Texas Republican who queried <a href="http://www.washingtontimes.com/topics/alejandro-mayorkas/" target="_blank">Mr.  Mayorkas</a> on the subject, warned him against pursuing that strategy.<br />
&quot;I  think it would be a mistake for the <a href="http://www.washingtontimes.com/topics/presidency-of-barack-obama/" target="_blank">administration</a>  to use administrative action, like deferred action on a categorical  basis, to deal with a large number of people who are here without proper  legal documents to regularize their status without <a href="http://www.washingtontimes.com/topics/congress/" target="_blank">Congress</a>'  participation. I will just say that to you for what it's worth,&quot; <a href="http://www.washingtontimes.com/topics/john-cornyn/" target="_blank">Mr. Cornyn</a>,  the ranking Republican on the Senate Judiciary immigration, border  security and citizenship subcommittee, told <a href="http://www.washingtontimes.com/topics/alejandro-mayorkas/" target="_blank">Mr.  Mayorkas</a>.<br />
&quot;The American public’s confidence in the federal  government’s ability and commitment to enforce our immigration laws is  at an all-time low,&quot; <a href="http://www.washingtontimes.com/topics/john-cornyn/" target="_blank">Mr. Cornyn</a>  said in a statement. &quot;This apparent step to circumvent <a href="http://www.washingtontimes.com/topics/congress/" target="_blank">Congress</a> –  and avoid a transparent debate on how to fix our broken immigration  system –  threatens to further erode public confidence in its government  and makes it less likely we will ever reach consensus and pass credible  border security and immigration reform.”<br />
After reports earlier  this year that the agency was working on these sorts of plans, Senate  Republicans, led by <a href="http://www.washingtontimes.com/topics/charles-e-grassley/" target="_blank">Mr.  Grassley</a>, have sent letters to President <a href="http://www.washingtontimes.com/topics/barack-obama/" target="_blank">Obama</a> and  Homeland Security Secretary Janet Napolitano asking for details.<br />
In one letter, the senators warned the president against making an  end-run around congressional authority to write immigration rules, and  asked for <a href="http://www.washingtontimes.com/topics/barack-obama/" target="_blank">Mr.  Obama</a> to promise that he would not use the rules to grant mass  pardons.<br />
Rosemary Jenks, government relations manager for  NumbersUSA, an organization that advocates for stricter immigration  limits, said the memo is &quot;an outrageous usurpation of congressional  authority. It is unconstitutional, and a slap in the face to the  American people.&quot;<br />
She said that the memo could explain why the  push for an immigration bill has faltered in <a href="http://www.washingtontimes.com/topics/congress/" target="_blank">Congress</a>.<br />
&quot;This  makes sense of the fact that [Senate Majority Leader Harry] Reid and  [House Speaker Nancy] Pelosi and <a href="http://www.washingtontimes.com/topics/barack-obama/" target="_blank">Obama</a> are  sitting back calmly content with not moving immigration reform this  year - because they know <a href="http://www.washingtontimes.com/topics/barack-obama/" target="_blank">Obama</a> is  trying to take care of it for them, without Democrats having to be tied  down to a vote before the election,&quot; she said.<br />
On the other side  of the political spectrum, immigrant rights groups have demanded that <a href="http://www.washingtontimes.com/topics/barack-obama/" target="_blank">Mr. Obama</a>  halt deportations until he secures a broad legalization bill from <a href="http://www.washingtontimes.com/topics/congress/" target="_blank">Congress</a> -  legislation that supporters call &quot;comprehensive immigration reform&quot;  because it would tackle enforcement, some aspects of legal immigration  and the status of illegal immigrants at the same time.<br />
Two  senators earlier this year wrote asking the <a href="http://www.washingtontimes.com/topics/presidency-of-barack-obama/" target="_blank">administration</a>  to use its powers to stop deporting students who might be eligible for  the DREAM Act, which would allow illegal immigrant college students  brought to the U.S. at a young age to gain legal status. The legislation  has not been passed by <a href="http://www.washingtontimes.com/topics/congress/" target="_blank">Congress</a>.<br />
<a href="http://www.washingtontimes.com/topics/barack-obama/" target="_blank">Mr. Obama</a>  has rejected halting deportations, but his administration has been more  careful about whom it pursues.<br />
According to new figures from  Immigration and Customs Enforcement, the <a href="http://www.washingtontimes.com/topics/presidency-of-barack-obama/" target="_blank">administration</a>  has stepped up its efforts to deport illegal immigrants convicted of  crimes, but removal of &quot;non-criminal&quot; illegal immigrants has slowed so  far in fiscal 2010.<br />

  An international team including NASA experts warned a 560m wide space  rock has  been discovered heading this way.  <br />
  If it did hit Earth it would blast a crater several miles wide and could   devastate a city the size of London, wreaking death and destruction for  hundreds of miles in every direction.  <br />

 Anyone concerned by the warning has one thing to be thankful for — if  it does hit it is most likely to happen in 2182.    That gives scientists 172 years to work out how to deal with it.  <br />
  The asteroid was discovered in 1999 and is dubbed 1999 RQ36.  <br />
  The scientists had labelled it a &quot;potentially hazardous asteroid&quot; of  the Apollo group because its orbit brings it close to Earth.  <br />
  But it was then considered a much lower risk.  <br />
  Now scientists from Spain, Italy and NASA's Jet Propulsion Laboratory in   California have used computer models to produce a more accurate forecast  of  its path.  <br />
  Their results are published in the science journal Icarus.  <br />
  The asteroid's orbit has been fairly well known thanks to 290 visual  observations and 13 measurements using radar, say the scientists.  <br />
  The chances of the asteroid hitting our planet are one-in-a-thousand but  in  cosmic terms these odds are high enough for the threat to be taken  extremely  seriously.  <br />
  Maria Eugenia Sansaturio, from Valladolid University, Spain, said: &quot;The  total impact probability of asteroid 1999 RQ36 can be estimated at  0.00092 -  approximately one-in-a-thousand chance - but what is most surprising is  that  over half of this chance corresponds to 2182.&quot; <br />
  UK crater expert Dr Emily Baldwin, of Astronomy Now magazine, said:  &quot;Calculations  suggest this asteroid would produce a crater less than 10km wide and  500m  deep - but on a city that is obviously bad news.  <br />
  <br />
   &quot;If it hit the ocean it could create a tsunami with the power to wipe  out  coastal towns.  <br />
  &quot;It would be nothing on the sale of the impact that killed the dinosaurs   65 million years ago, but you wouldn't want to be at ground zero.&quot; <br />
  Scientists had previously suggested sending a space mission called  OSIRIS-REx  to collect samples of the cosmic missile.  <br />
  Bill Cutlip of NASA's Goddard Space Flight Centre said: &quot;This asteroid  is  a time capsule from before the birth of our solar system. You can't  underestimate the value of a pristine sample.&quot; <br />

   The first clans organized around local police forces. The  conservatives’ war on crime during the late 20th century and the  Bush/Obama war on terror during the first decade of the 21st century had  resulted in the police becoming militarized and unaccountable.<br />
 As society broke down, the police became warlords. The state police  broke apart, and the officers were subsumed into the local forces of  their communities. The newly formed tribes expanded to encompass the  relatives and friends of the police.<br />
 The dollar had collapsed as world reserve currency in 2012 when the  worsening economic depression made it clear to Washington’s creditors  that the federal budget deficit was too large to be financed except by  the printing of money.<br />
 With the dollar’s demise, import prices skyrocketed. As Americans  were unable to afford foreign-made goods, the transnational corporations  that were producing offshore for US markets were bankrupted, further  eroding the government’s revenue base.<br />
 The government was forced to print money in order to pay its bills,  causing domestic prices to rise rapidly. Faced with hyperinflation,  Washington took recourse in terminating Social Security and Medicare and  followed up by confiscating the remnants of private pensions. This  provided a one-year respite, but with no more resources to confiscate,  money creation and hyperinflation resumed.<br />
 Organized food deliveries broke down when the government fought  hyperinflation with fixed prices and the mandate that all purchases and  sales had to be in US paper currency. Unwilling to trade appreciating  goods for depreciating paper, goods disappeared from stores.<br />
 Washington responded as Lenin had done during the “war communism”  period of Soviet history. The government sent troops to confiscate goods  for distribution in kind to the population. This was a temporary  stop-gap until existing stocks were depleted, as future production was  discouraged. Much of the confiscated stocks became the property of the  troops who seized the goods. Goods reappeared in markets under the protection of local warlords.  Transactions were conducted in barter and in gold, silver, and copper  coins.<br />
 Other clans organized around families and individuals who possessed  stocks of food, bullion, guns and ammunition. Uneasy alliances formed to  balance differences in clan strengths. Betrayals quickly made loyalty a  necessary trait for survival.<br />
 Large scale food and other production broke down as local militias  taxed distribution as goods moved across local territories.  Washington  seized domestic oil production and refineries, but much of the  government’s gasoline was paid for safe passage across clan territories.<br />
 Most of the troops in Washington’s overseas bases were abandoned. As  their resource stocks were drawn down, the abandoned soldiers were  forced into alliances with those with whom they had been fighting.<br />
 Washington found it increasingly difficult to maintain itself. As it  lost control over the country, Washington was less able to secure  supplies from abroad as tribute from those Washington threatened with  nuclear attack. Gradually other nuclear powers realized that the only  target in America was Washington.  The more astute saw the writing on  the wall and slipped away from the former capital city.<br />
 When Rome began her empire, Rome’s currency consisted of gold and  silver coinage. Rome was well organized with efficient institutions and  the ability to supply troops in the field so that campaigns could  continue indefinitely, a monopoly in the world of Rome’s time.<br />
 When hubris sent America in pursuit of overseas empire, the venture  coincided with the offshoring of American manufacturing, industrial, and  professional service jobs and the corresponding erosion of the  government’s tax base, with the advent of massive budget and trade  deficits, with the erosion of the fiat paper currency’s value, and with  America’s dependence on foreign creditors and puppet rulers.<br />
 The Roman Empire lasted for centuries. The American one collapsed  overnight.<br />
 Rome’s corruption became the strength of her enemies, and the Western  Empire was overrun.<br />
 America’s collapse occurred when government ceased to represent the  people and became the instrument of a private oligarchy. Decisions were  made in behalf of short-term profits for the few at the expense of  unmanageable liabilities for the many.<br />
 Overwhelmed by liabilities, the government collapsed.<br />
 Globalism had run its course. Life reformed on a local basis.<br />

<div>A gel that can help decayed teeth grow back in just weeks may mean an  end to fillings. <br />

The gel, which is being developed by  scientists in France, works by prompting cells in teeth to start  multiplying. They then form healthy new tooth tissue that gradually  replaces what has been lost to decay. <br />
<br />
Researchers say in lab  studies it took just four weeks to restore teeth back to their original  healthy state. The gel contains melanocyte-stimulating hormone, or MSH. <br />
<br />
We  produce this in the pituitary gland, a pea-sized gland just behind the  bridge of the nose. <br />
<br />
MSH is already known to play an important  part in determining skin colour - the more you have, the darker your  flesh tone. <br />
<br />
But recent studies suggest MSH may also play a  crucial role in stimulating bone regeneration. <br />
<br />
As bone and  teeth are very similar in their structure, a team of scientists at the  National Institute for Health and Medical Research in Paris tested if  the hormone could stimulate tooth growth. <br />
<br />
Their findings,  published in the American Chemical Society journal ACS Nano, could  signal hurtnot just an end to fillings, but the dreaded dentist drill as  well. Tooth decay is a major public health problem in Britain. Around  £45m a year is spent treating decayed teeth and by the age of 15,  teenagers have had an average of 2.5 teeth filled or removed. <br />
<br />
Decay  is caused by bacteria, called streptococcus mutans, that live in the  mouth and feed on sugar in the diet. Once the bacteria stick to the  enamel, they trigger a process called demineralisation - they turn sugar  in the diet into a harmful acid that starts to create holes in the  teeth. <br />
<br />
For decades, the main treatment for cavities has been  to 'drill and fill'. However, an estimated one in five Britons suffers  from dental phobia, a fear of dentists which means some would rather  endure pain and suffering than face the prospect of having their teeth  drilled. <br />
<br />
The new treatment is painless. And although fillings  halt decay, they can come loose and sometimes need refilling. <br />
<br />
Experts  believe new tooth cells would be stronger and a permanent solution. <br />
<br />
The  French team mixed MSH with a chemical called poly-L-glutamic acid. This  is a substance often used to transport drugs inside the body because it  can survive the harsh environments, such as the stomach, that might  destroy medicines before they get a chance to work. <br />
<br />
The  mixture was then turned into a gel and rubbed on to cells, called dental  pulp fibroblasts, taken from extracted human teeth. These cells are the  kind that help new tooth tissue to grow. <br />
<br />
But until now there  has been no way of 'switching' them back on once they have been  destroyed by dental decay. The researchers found the gel triggered the  growth of new cells and also helped with adhesion - the process by which  new dental cells 'lock' together. <br />
<br />
This is important because  it produces strong tooth pulp and enamel which could make the decayed  tooth as good as new. <br />
<br />
In a separate experiment, the French  scientists applied the gel to the teeth of mice with dental cavities. In  just one month, the cavities had disappeared. The gel is still  undergoing testing but could be available for use within three to five  years. <br />
<br />
Professor Damien Walmsley, the British Dental  Association's scientific adviser, said the gel could be an interesting  new development, but stressed it is unlikely to be able to repair teeth  that have been extensively damaged by decay. <br />
<br />
'There are a lot  of exciting developments in this field, of which this is one,' he said.  'It looks promising, but we will have to wait for the results to come  back from clinical trials and its use will be restricted to treating  small areas of dental decay.' <br />

  Americans for Legal Immigration PAC (ALIPAC)  is urging U.S. citizens to pressure the White House and the Homeland  Security Department to establish &quot;safe departure&quot; border checkpoints  along the U.S. border for illegal immigrants so they can leave without  fear of being detained or prosecuted for immigration crimes.<br />
  &quot;The peaceful and gradual exodus of illegals  from Arizona shows there is no need for comprehensive immigration  reform amnesty,&quot; William Gheen, president of the group, said in a  written statement. &quot;Comprehensive immigration enforcement works and has  the desired effect without mass deportations.&quot;<br />
  Gheen said the safe passage would ensure  that illegals &quot;leave in an orderly fashion, instead of trying risky  desert crossings, paying money to the cartels for passage south, or  fleeing to other states.&quot;<br />
  &quot;This is about the only situation we would  ever advocate that our immigration laws be waived,&quot; Gheen said. &quot;We want  to encourage the illegals to leave America on their own and thus we ask  Obama to provide them safe passage out of America.&quot;<br />

  Neither the White House nor Homeland  Security responded to e-mails seeking comment.<br />
  The call comes as the Obama administration  seeks an injunction in federal court to block Arizona's immigration law,  set to take effect on Thursday, that would make illegal immigration a  state crime and require police to check the residency status of anyone  they suspect of being an illegal immigrant. A ruling on the case is  expected Tuesday night or Wednesday morning.<br />
  An estimated 100,000 illegal immigrants have  left Arizona in the past two years as it cracked down on illegal  immigration and its economy was hard hit by the recession. A Department  of Homeland Security report on illegal immigrants estimates Arizona's  illegal immigrant population peaked in 2008 at 560,000, and a year later  dipped to 460,000.<br />
  It is not clear how many have left since the  new law passed in April. Some are leaving the U.S. and others are  heading to neighboring states.<br />
  A pro-immigrant group called the safe  passage proposal &quot;a little suspicious.&quot;<br />
  &quot;I think it's clearly part of the attrition  strategy. Make things so horrible for immigrants that they will self  deport,&quot; said Sarahi Uribe, a regional organizer for the National Day  Laborer Organizing Network. &quot;But while it's true some people are leaving  Arizona, a great deal of people are staying.&quot;<br />
  Uribe dismissed Gheen's idea as a &quot;thinly  disguised&quot; strategy to &quot;drive people out of the state of Arizona.&quot;<br />
  &quot;It's kind of sick they would paint this as  humanitarian relief when Arizona's immigration law has created a  humanitarian crisis.&quot;<br />
  Gheen told FoxNews.com that he would not  want safe passage for illegal immigrants accused of serious criminal  offenses, such as murder or rape.<br />

It was Friday afternoon when a line of thunderstorms fired up in central  South Dakota. High winds, heavy rains and even a possible tornado  rolled through the town of Vivian. But now days later, a hailstone  picked up just moments after the storm is getting worldwide attention. <br />

The damage is proof that it wasn't a typical South Dakota thunderstorm.  Holes were punched through the top of buildings, and Les Scott  will never forget what it sounded like. <br />
<br />
&quot;A guy throwing bricks at the house and many of them and it was  scary,&quot; Scott said. <br />
<br />
Scott watched as massive hailstones pummeled the ground. Tuesday, the  dents in the ground are still visible, some as large and deep as coffee  cans. But when the hail stopped, a certain stone grabbed his attention. <br />
<br />
&quot;I just happened to see this one fall and the only reason I went out and  got it is because it has all these fingers sticking out of it and I  thought, 'Oh, that's weird.'  So I thought I'd go get that one,&quot; Scott  said. <br />

The next stop was at the post office where the  hail had a date with the federally certified scale. Moments later, the  hailstone weighed in at 1.9375 pounds. <br />

“Officially, where records have been kept, this will be the U.S. record  and world record for weight. So very impressive,&quot; Mike Fowle of the  National Weather Service said. <br />

But the inspection of the new world record hail wasn't done there. To  ensure that the hailstone didn't melt, it was then measured while inside  a freezer at a local convenience store. <br />
<br />
The hailstone is down to 17 inches around, but was measured just a few  days ago at 18 and a half inches. That is another world record number. <br />
<br />
&quot;I didn't think it was near that, but I'm glad I got it I guess. I'm  just sad about the town of Vivian. I hope the insurance people help them  out as much as they can because they need it,&quot; Scott said. <br />
<br />
As impressive as the size and weight are, it may have topped two pounds  when it fell from the sky. While Scott placed it in the freezer, the  power was out for six hours following the storm, and it likely melted a  bit in that time. <br />
